Essays in Honour of Stephen A. Wild

This volume of essays honours the life and work of Stephen A. Wild, one of Australia’s leading ethnomusicologists. Born in Western Australia, Wild studied at Indiana University in the USA before returning to Australia to pursue a lifelong career with Indigenous Australian music.
As researcher, teacher, and administrator, Wild’s work has impacted generations of scholars around the world, leading him to be described as ‘a great facilitator and a scholar who serves humanity through music’ by Andrée Grau, Professor of the Anthropology of Dance at University of Roehampton, London.
Focusing on the music of Aboriginal Australia and the Pacific Islands, and the concerns of archiving and academia, the essays within are authored by peers, colleagues, and former students of Wild. Most of the authors are members of the Study Group on Music and Dance of Oceania of the International Council for Traditional Music, an organisation that has also played an important role in Wild’s life and development as a scholar of international standing.
Ranging in scope from the musicological to the anthropological—from technical musical analyses to observations of the sociocultural context of music—these essays reflect not only on the varied and cross-disciplinary nature of Wild’s work, but on the many facets of ethnomusicology today.

Tides of Innovation in Oceania is directly inspired by Epeli Hau‘ofa’s vision of the Pacific as a ‘Sea of Islands’; the image of tides recalls the cyclical movement of waves, with its unpredictable consequences. The authors propose tides of innovation as a fluid concept, unbound and open to many directions. This perspective is explored through ethnographic case studies centred on deeply elaborated analyses of locally inflected agencies involved in different transforming contexts. Three interwoven themes—value, materiality and place—provide a common thread.

The Northern Territory’s history of public philanthropy

This book represents the first consolidated history of vocational education and training in the Northern Territory. Not only does the story present a chronological account of events, people and institutions, it also offers an explanation of how the system actually works and this has application well beyond the Territory. The mix of historical accounting and operational analysis comes from a unique perspective. It is proposed that the best way to understand the behaviour of the government ministers who have responsibility for vocational training is to compare their decisions and actions with those of wealthy philanthropists.

Kastom and Religious Change on Tanna and Erromango, 1839–1920

Religious change is at its core a material as much as a spiritual process. Beliefs related to intangible spirits, ghosts, or gods were enacted through material relationships between people, places, and objects. The archaeology of mission sites from Tanna and Erromango islands, southern Vanuatu (formerly the New Hebrides), offer an informative case study for understanding the material dimensions of religious change. One of the primary ways that cultural difference was thrown into relief in the Presbyterian New Hebrides missions was in the realm of objects. Christian Protestant missionaries believed that religious conversion had to be accompanied by changes in the material conditions of everyday life. Results of field archaeology and museum research on Tanna and Erromango, southern Vanuatu, show that the process of material transformation was not unidirectional. Just as Melanesian people changed religious beliefs and integrated some imported objects into everyday life, missionaries integrated local elements into their daily lives. Attempts to produce ‘civilised Christian natives’, or to change some elements of native life relating purely to ‘religion’ but not others, resulted instead in a proliferation of ‘hybrid’ forms. This is visible in the continuity of a variety of traditional practices subsumed under the umbrella term ‘kastom’ through to the present alongside Christianity. Melanesians didn’t become Christian, Christianity became Melanesian. The material basis of religious change was integral to this process.

In this volume, Katharine Booth and Lisa Ford present the details of a watershed Northern Territory legal decision. Angela Lapham challenges our understanding of the term ‘assimilation’ in her study of Stanley Middleton. Charmaine Robson looks at Australian leprosy control policy in the twentieth century. The ‘entanglements’ of Aboriginal and European people within farming and pastoral industries on Yorke Peninsula (Guuranda), South Australia, are recorded by Belinda Liebelt, Amy Roberts, Clem O’Loughlin and Doug Milera. The positive memories of Aboriginal residents on missions are interrogated by Laura Rademaker. She sifts through their petitions to mission authorities in the 1960s, uncovering the rare instances of Aboriginal voices asserted within the missionary archives. In a collaborative article, Heather Burke, Amy Roberts, Mick Morrison, Vanessa Sullivan and the River Murray and Mallee Aboriginal Corporation (RMMAC) investigate Aboriginal–European early contact on the western Central Murray. Adopting a landscape perspective, they visualise the sociospatial processes of violent engagement that occurred between Aboriginal and European people along the Overland Stock Route. Archibald Meston, Southern Protector of Queensland Aborigines from 1898 to 1904, is brought to life by Judith McKay and Paul Memmott. Meston was the major architect of Queensland’s 1897 Aboriginals Protection and Restriction of the Sale of Opium Act. Meston’s venture as a showman of live Indigenous people, who he publicly paraded as ‘noble savages’, is shown to have shaped his policies and informed this influential legislation. In 1838, French Captain Abel du Petit-Thouars recorded his impressions of Australia. Colin Dyer provides a translation of the captain’s journal, providing a new resource in English for researchers.

As the global ‘data revolution’ accelerates, how can the data rights and interests of indigenous peoples be secured? Premised on the United Nations Declaration on the Rights of Indigenous Peoples, this book argues that indigenous peoples have inherent and inalienable rights relating to the collection, ownership and application of data about them, and about their lifeways and territories. As the first book to focus on indigenous data sovereignty, it asks: what does data sovereignty mean for indigenous peoples, and how is it being used in their pursuit of self-determination?
The varied group of mostly indigenous contributors theorise and conceptualise this fast-emerging field and present case studies that illustrate the challenges and opportunities involved. These range from indigenous communities grappling with issues of identity, governance and development, to national governments and NGOs seeking to formulate a response to indigenous demands for data ownership. While the book is focused on the CANZUS states of Canada, Australia, Aotearoa/New Zealand and the United States, much of the content and discussion will be of interest and practical value to a broader global audience.

Blackfella bureaucrats speak in Australia’s north

‘How can you make decisions about Aboriginal people when you can’t even talk to the people you’ve got here that are blackfellas?’ So ‘Sarah’, a senior Aboriginal public servant, imagines a conversation with the Northern Territory Public Service. Her question suggests tensions for Aboriginal and Torres Strait Islanders who have accepted the long-standing invitation to join the ranks of the public service.
Reluctant Representatives gives us a rare glimpse into the working world of the individuals behind the Indigenous public sector employment statistics. This empathetic exposé of the challenges of representative bureaucracy draws on interviews with Aboriginal and Torres Strait Islander Australians who have tried making it work. Through Ganter’s engaging narration, we learn that the mere presence of Aboriginal and Torres Strait Islanders in the public service is not enough. If bureaucracies are to represent the communities they serve, Aboriginal and Torres Strait Islander public servants need to be heard and need to know their people are heard.

Work and livelihoods for Indigenous Australians after CDEP

The end of the very long-standing Community Development Employment Projects (CDEP) scheme in 2015 marked a critical juncture in Australian Indigenous policy history. For more than 30 years, CDEP had been among the biggest and most influential programs in the Indigenous affairs portfolio, employing many thousands of Aboriginal and Torres Strait Islander people. More recently, it had also become a focus of intense political contestation that culminated in its ultimate demise.
This book examines the consequences of its closure for Indigenous people, communities and organisations. The end of CDEP is first situated in its broader historical and political context: the debates over notions of ‘self-determination’ versus ‘mainstreaming’ and the enduring influence of concerns about ‘passive welfare’ and ‘mutual obligation’. In this way, the focus on CDEP highlights more general trends in Indigenous policymaking, and questions whether the dominant government approach is on the right track.
Each chapter takes a different disciplinary approach to this question, variously focusing on the consequences of change for community and economic development, individual work habits and employment outcomes, and institutional capacity within the Indigenous sector. Across the case studies examined, the chapters suggest that the end of CDEP has heralded the emergence of a greater reliance on welfare rather than the increased employment outcomes the government had anticipated. Concluding that CDEP was ‘better than welfare’ in many ways, the book offers encouragement to policymakers to ensure that future reforms generate livelihood options for Aboriginal and Torres Strait Islander Australians that are, in turn, better than CDEP.

Indigenous Fijians were singularly fortunate in having a colonial administration that halted the alienation of communally owned land to foreign settlers and that, almost for a century, administered their affairs in their own language and through culturally congenial authority structures and institutions. From the outset, the Fijian Administration was criticised as paternalistic and stifling of individualism. But for all its problems it sustained, at least until World War II, a vigorously autonomous and peaceful social and political world in quite affluent subsistence — underpinning the celebrated exuberance of the culture exploited by the travel industry ever since.

Transformations of a Classic Concept in Pacific Languages and Cultures

‘Mana’, a term denoting spiritual power, is found in many Pacific Islands languages. In recent decades, the term has been taken up in New Age movements and online fantasy gaming. In this book, 16 contributors examine mana through ethnographic, linguistic, and historical lenses to understand its transformations in past and present. The authors consider a range of contexts including Indigenous sovereignty movements, Christian missions and Bible translations, the commodification of cultural heritage, and the dynamics of diaspora. Their investigations move across diverse island groups—Papua New Guinea, Solomon Islands, Vanuatu, Fiji, Tonga, Samoa, Hawai‘i, and French Polynesia—and into Australia, North America and even cyberspace. A key insight that the volume develops is that mana can be analysed most productively by paying close attention to its ethical and aesthetic dimensions.
Since the late nineteenth century, mana has been an object of intense scholarly interest. Writers in many fields including anthropology, linguistics, history, religion, philosophy, and missiology have long debated how the term should best be understood. The authors in this volume review mana’s complex intellectual history but also describe the remarkable transformations going on in the present day as scholars, activists, church leaders, artists, and entrepreneurs take up mana in new ways.
